Implementation of PRP, Act 2023
Welcome to our dedicated web page designed to provide essential guidance to Specified Authorities regarding the implementation of the Press and Registration of Periodicals Act 2023 (PRP Act). With a view to make the process of Registration of Periodicals in India more efficient and transparent, the new Act provides for a digital platform and mandates that all the applications be processed online. The Act also establishes the Press Registrar General of India (PRGI) as a statutory office under Ministry of Information and Broadcasting, Government of India, replacing the former Office of Registrar of Newspapers for India (RNI).
We are glad to inform you that in order to facilitate online applications for registration of periodicals and for intimation by the Printing Presses, the Press Registrar General of India has developed the Press Sewa Portal (www.presssewa.prgi.gov.in). The portal also provides for a dedicated dashboard for the Specified Authorities in the State to record their comments/ No objection on the applications for registration. As per section 2(p) of the PRP Act, “Specified Authority” means a District Magistrate or Collector or such other officer as the State Government or, as the case may be, Union territory Administration may specify by notification.
Furthermore, for the implementation of the PRP Act, the Specified Authorities are required to be onboarded to the Press Sewa Portal and Login Credentials are to be created for them. For the same, the officers concerned are requested to share with us the necessary details in the designated columns in this portal. The QR code to access the same is also given below. This step is crucial for a seamless transition and compliance with the new Act. The credentials for the Press Sewa Portal will be shared through the official gov.in/nic.in email ID provided by the SA in this form.
Last year, the Specified Authorities of a few districts had shared their details with us. If the details are already provided and if there is no change, resharing of the same information is not required. In case there is any change in the details already shared, updated information can be provided through this web-link. Therefore, all the Specified Authorities are requested to verify and update/provide the required information through the above link, for creation of their accounts on Press Sewa Portal.
As part of implementation of the Act, an online Training Programme is being organized to familiarize the Specified Authorities with the new system of online registration through Press Sewa portal. The Training Schedule along with some resource material is attached herewith for your reference. Therefore, you are requested to mandatorily attend the Training or nominate/direct the official concerned in your district for the same. The training will cover various aspects of Press & Registration of Periodicals Act, 2023, along with a demo of the Specified Authority Module available in the Press Sewa Portal.
